A strong quality culture encourages collaboration, accountability, learning, and proactive defect prevention throughout the software lifecycle.
Shared ownership: Quality is everyone's responsibility.
Continuous improvement: Teams regularly refine processes and practices.
Leadership support: Management promotes quality-focused behaviors.
Real World Example
Two teams at the same company each discover a production defect in the same quarter.
Team A's members immediately report it and hold a blameless retro to improve their approach. Team B hides evidence of theirs, afraid of repercussions — and the same defect quietly resurfaces the next quarter.
A test manager evaluating Quality culture looks past the process documents both teams follow on paper, and instead observes whether people feel safe raising quality concerns, whether leadership rewards early reporting or punishes it, and whether retro action items actually change future behavior.
Team A's defects keep getting caught and fixed early because people feel safe escalating them; Team B's recur because nobody does — showing that Quality culture is less about the written process and more about whether people tell the truth about quality.
