Real World Example
An organization decides to move from quarterly, largely manual releases to daily continuous delivery.
The existing test team's skills, tooling, and environments were built around the slow quarterly cycle, and simply asking the same team to "test faster" ignores that the constraint isn't effort — it's what the organization is actually equipped to do.
The test manager assesses the organization's Testing capability against what daily releases now require: automation skill levels across the team, availability of stable on-demand test environments, and tooling for API and contract testing — then builds an improvement plan around training, tooling, and environment automation rather than just applying pressure to work faster.
After investing in automation skills and on-demand environments, the same team supports daily releases sustainably — the gap was never effort, it was Testing capability, and closing that gap directly is what actually solved the problem.
