Three sub-characteristics: Functional completeness, functional correctness, and functional appropriateness.
User focus: Functions should support real user tasks effectively.

Real World Example
A regulated product team is preparing a release where Functional suitability appears in reviews, test design conversations, or defect triage rather than as an isolated glossary word.
